Published on December 26th, 2019As was fairly clear, a representative of the new owner of the former Tobacna Factory Ljubljana has announced a significant increase in the rental price of the Cirkulacija 2 place there. The new price per square meter of storage space is conformant to today’s local real estate situation – even relatively low. But the square footage is large. However, the increase is still three times higher than the Cirkulacija 2 can afford.
Therefore, Cirkulacija 2 announces:
Public-private partnership!
The agreement was reached with PHI – on the Christmas eve. PHI is a non-profit, private organization that organizes festival series od:vod. An “urban” initiative. We have hosted them twice in 2019 at Cirkulacija 2. Henceforth, this place will also be their domicile. The partnership is, of course, completely equivalent, with each partner taking half of the responsibilities / rent. The two organizations operate completely independently and self-referential.

Gentrification processes have so-far spared Cirkulacija 2, but it was clear that the tide was unstoppable and the crisis was not yet visible at the end of the tunnel. Still, it would be pointless to let go without some serious effort – rather some than none. Gentrification = normalization. The Tobačna Center as the future is clearly outlined – supported by the finances. Until then, however, it is necessary to make use of all the possibilities for a bit of anti-consumption. Clearly, most don’t care. Anyway. Normalization here is meant as in the thermodynamics: what remains is stale water. No excesses, no otherness. All is same / all is one.
We have previously informed most of the related local organizations of our situation – to think a little bit about some of their interest related to the space of Cirkulacija 2. Nothing so far – too short-term conditions. Now it is on the individuals.
For the last 5 years, rents for Cirkulacija 2 space have been covered by physical tenants / individuals from our own resources, which has also provided the infrastructure for our public art program. We also managed to use all of the City of Ljubljana finances for funding the projects.
We believe that Cirkulacija 2 space is a unique and necessary space for independent, trans-disciplinary artistic experimentation and production in Ljubljana – as well as internationally.
